The Uttar Pradesh government has made major changes to the Birth and Death Registration Act, 1969. After the new update, people will now have to pay much higher fees for delayed birth and death registrations in the state.
The proposal was approved in a cabinet meeting led by Yogi Adityanath. These new rules will affect everyone registering births or deaths after the prescribed time limit.
Registration Fees Become More Expensive
Earlier, registering a birth or death after 21 days required only a small fee. But now the charges have increased sharply.
Here are the new registration charges in Uttar Pradesh:
Registration between 21 and 30 days: ₹20 instead of ₹2
Registration between 30 days and one year: ₹50 instead of ₹5
Registration after one year: ₹100 instead of ₹10
According to reports, if registration is delayed for more than one year, permission from the District Magistrate (DM) or Sub-Divisional Magistrate (SDM) will also be required.
The original Birth and Death Registration Act was introduced by the central government on May 31, 1969. Later, it was amended in 2023. Uttar Pradesh created its own rules on August 11, 2023, and now the state cabinet has approved fresh amendments to those rules.
New Rules for Child Name Registration
The government has also introduced strict rules regarding the registration of a child’s name.
If parents register the birth of a child without adding the name, they must inform the registrar within 12 months. If the name is not updated within this period, penalties may apply for delays between 12 months and 15 years.
Officials also said that if there is any mistake in the child’s name or other registration details, corrections can be made by submitting an application to the district registrar.
Duplicate Certificates Will Also Cost More
The charges for getting duplicate birth or death certificates have also increased.
If a certificate is lost, ₹20 will be charged for an application in the first year instead of ₹2
For every additional year, another ₹20 fee will apply instead of ₹2
Each birth or death certificate copy will now cost ₹50 instead of ₹5
The government considers birth and death registers as permanent and important records that may be needed in many situations in the future.
Thousands of Registration Centers Across UP
The birth and death registration system in Uttar Pradesh is managed mainly by the Medical and Health Department, Panchayati Raj Department, and local bodies across all 75 districts.

Additional Chief Registrars at the divisional level
District Registrars in every district
According to official figures, Uttar Pradesh has 85,618 birth registration units. These include:
57,694 gram panchayats
17 municipal corporations
200 municipal councils
545 nagar panchayats
13 cantonment boards
8 industrial areas
27,141 government medical facilities
