Government may Allow Banks to Charge for UPI Payments

However, the government has taken an important step that could allow charges on certain UPI transactions in the future.

The Lok Sabha has passed the Taxation and Other Laws (Amendment) Bill, 2026, which makes changes to the Payment and Settlement Systems Act, 2007.

The amendment gives the Central Government the power to decide whether charges such as the Merchant Discount Rate (MDR) can be imposed on UPI and other specified digital payment methods.

No Immediate UPI Charges

The biggest point for UPI users is that the Bill does not introduce a transaction fee right now.

In other words, you will not suddenly have to pay a fee every time you scan a QR code or make a UPI payment.

The amendment only creates a legal framework that allows the government to introduce charges later, if it decides they are necessary.

Any decision on the rate, type of transaction or categories of users that may have to pay would be announced separately through official notifications.

Large Merchant Transactions Could Face MDR

If MDR is introduced, current discussions suggest that the charges could mainly target large merchant transactions rather than ordinary person-to-person transfers.

One proposal being discussed is an MDR of around 0.3% to 0.5% on UPI transactions above Rs 2,000 for merchants whose annual turnover crosses a specified limit.

However, this is only a proposal at this stage.

The government has not finalised the rate or the exact transactions that would attract the charge.

Why Is the Government Considering UPI Charges?

UPI has grown rapidly and now handles a huge volume of digital payments every month.

Banks and payment companies have argued that maintaining the UPI infrastructure involves significant costs, including technology, operations and cybersecurity.

The zero-MDR system can make it difficult for some payment companies and banks to recover these expenses.

Allowing regulated charges on certain merchant transactions could therefore provide a potential revenue source and help support further investment in payment infrastructure, cybersecurity and innovation.

Will Normal UPI Transfers Remain Free?

For ordinary users, there may not be much change if future charges are limited to selected merchant transactions.

Industry expectations suggest that person-to-person UPI transfers are likely to remain free, while any future MDR could focus on specific merchant payments.

For now, UPI users do not need to start paying any new transaction fee simply because the Bill has been passed.

The important change is that the government now has greater flexibility to introduce charges on selected digital payment transactions in the future, if required.
