The Central Government has introduced a strict new rule to stop the misuse and uncontrolled sale of cough syrups across India.
The Union Ministry of Health and Family Welfare has amended the Drugs Rules, 1945, making it illegal to sell cough syrups without a proper license anywhere in the country, including small villages.
The move aims to improve medicine safety, increase transparency in drug distribution, and protect public health, especially that of children.
What Has Changed Under the New Rule?
According to a government gazette notification, the amendment has been introduced under the “Drugs Rules, 2026.”
Earlier, certain remote villages with a population of less than 1,000 were allowed to sell some medicines, including cough syrups, even if there was no licensed pharmacy nearby.
This exemption was provided under Schedule K of the Drugs Rules.
Because of this rule, cough syrups were often available at grocery shops and other unlicensed outlets in many rural areas.
Now, that exemption has been completely removed.
Cough Syrups Will Be Sold Only Through Licensed Pharmacies
Under the new regulation, cough syrups can now be sold only through pharmacies that are properly registered and licensed under the Drugs and Cosmetics Act, 1940.
A Health Ministry spokesperson said the decision was taken after detailed discussions with the Drugs Technical Advisory Board (DTAB) and after considering public feedback.
The new rule has been implemented across India from June 9, 2026.
Why Did the Government Take This Step?
The government said the decision was necessary because several cases of cough syrup contamination and misuse have been reported in recent years.
Some cough syrups were found to contain harmful substances such as diethylene glycol, which can be dangerous for health. There have also been concerns about the misuse of certain cough syrups as intoxicating substances.
Officials believe the new rule will help monitor the supply chain more effectively and ensure that medicines reach consumers through authorized channels only.
Strict Action Against Rule Violators
The government has made it clear that all companies, distributors, and retailers must follow the new regulations.
Anyone found selling cough syrups without a valid license can face strict legal action.
Officials say the new rule will improve accountability in the pharmaceutical sector and help prevent the misuse of medicines across the country.
