The new Pay Commission will review not only the salaries of serving employees but also the pension structure for retired central government employees.

At present, the minimum basic pension is ₹9,000 per month under the 7th Pay Commission.

Several pensioners’ organisations have already put forward their demands for a higher minimum pension and changes in Dearness Relief (DR).

Pensioners Demand Minimum Pension of ₹45,000

The Bharat Pensioners Samaj (BPS) has demanded that the minimum pension be increased to ₹45,000 per month under the 8th Pay Commission.

It has also sought a revision of Dearness Relief every three months.

Another demand is that DR should be merged with the basic pension once it crosses 25%.

However, these are demands made by pensioners’ organisations.

They are not yet approved by the government.

The final pension will depend on the recommendations of the 8th Pay Commission and the government’s decision.

How Much Could Pension Increase With a 3.83 Fitment Factor?

One of the biggest factors that will determine the revised pension is the fitment factor.

Employee representatives have demanded a fitment factor of 3.83.

If the same factor is eventually approved and applied to pensions, the calculation would be:

Existing basic pension × 3.83 = Estimated revised basic pension

For example, someone currently receiving a basic pension of ₹20,000 could theoretically receive:

₹20,000 × 3.83 = ₹76,600

Here are some examples:

Current Basic PensionPension at 3.83 Factor
₹10,000₹38,300
₹15,000₹57,450
₹18,000₹68,940
₹20,000₹76,600
₹25,000₹95,750
₹30,000₹1,14,900
₹35,000₹1,34,050
₹40,000₹1,53,200
₹50,000₹1,91,500

Important: These are only mathematical calculations based on the 3.83 fitment factor demand. The government has not approved these pension amounts.

What Exactly Is the Fitment Factor?

The fitment factor is a multiplier used to calculate revised basic salary or pension under a Pay Commission.

For example, if a pensioner has a basic pension of ₹20,000 and the final fitment factor is 3.83, the calculation would be ₹20,000 × 3.83, resulting in ₹76,600.

However, 3.83 is currently only a demand from employee representatives. It is not the final recommendation of the 8th Pay Commission.

Under the 7th Pay Commission, the government approved a fitment factor of 2.57. This helped increase the minimum basic pay for central government employees from ₹7,000 to ₹18,000.

What Will Happen to Dearness Relief?

Dearness Relief, or DR, is paid to central government pensioners to help offset the impact of inflation.

When the 8th Pay Commission changes the pension structure, the treatment of existing DR will also be important.

Therefore, pensioners should not simply add their current DR to the pension calculated using a 3.83 fitment factor.

The final pension amount will depend on how the government restructures basic pension and Dearness Relief when the new recommendations are implemented.

Is ₹45,000 the New Minimum Pension?

Not yet.

There is currently no officially approved minimum pension under the 8th Pay Commission.

The ₹45,000 figure is a demand made by the Bharat Pensioners Samaj.

Similarly, the ₹69,000 figure being discussed in connection with the 3.83 fitment factor refers to the proposed minimum basic pay for serving employees, not automatically to the minimum pension.

Pensioners should therefore be careful about treating these figures as final.

When Will the New Pension Be Confirmed?

The exact pension increase will be known only after the 8th Pay Commission submits its recommendations and the government takes a final decision.

The Commission was constituted on November 3, 2025, and has been given 18 months to submit its report.

This means the deadline for its recommendations is May 3, 2027.

After receiving the report, the government will examine the recommendations and decide whether to accept them, modify them or reject some proposals.

Until then, figures such as ₹45,000 minimum pension or a 3.83 fitment factor should be treated as demands or estimates, not confirmed pension amounts.
